JK aziponda sera za uchumi za Nyerere, adai zimechangia umasikini wa Tanzania (na maoni yangu)


Rais Jakaya Kikwete amezilaumu sera za uchumi za Tanzania baada ya nchi yetu kupata uhuru akidai zimepelekea hali duni ya kiuchumi.
Alieleza kuwa sera hizo ni moja ya sababu zinazoifanya Tanzania kuwa katika kundi la Nchi Masikini Zaidi Duniani (The Least Developed Countries - LCD) tangu utaratibu huo wa kuzigawanya nchi kutokana na viwango vyake vya kiuchumi na maendeleo uanze miaka ya 70.
Akihutubia Alhamisi iliyopita jijini Washington DC, nchini Marekani katika Kongamano la Shirika la Misaada la nchi hiyo (USAid Forum) kuhusu vikwazo vya maendeleo na jinsi ya kutokomeza umasikini uliokithiri, Rasi Kikwete alisema kwamba itikadi iliyoongozwa na kuaminiwa na Baba wa Taifa Mwalimu Julius Nyerere imeshindwa kuzaa matunda.
Akieleza kwanini nchi 33 kati ya 48 masikini zaidi duniani zipo Afrika, Rais alieleza kuwa nyingi ya nchi hizo (25) ni wahanga wa migogoro, lakini baadhi kama Tanzania zimekuwa na amani na utulivu lakini zimeendelea kuwa katika kundi hilo, akiamini kuwa ni matokeo ya sera mbovu za kiuchumi katika miongo miwli unusu baada ya uhuru.

"Nchi yangu pendwa Tanzania ni mfano hai wa nchi iliyojaaliwa amani na utulivu tangu ipate uhuru lakini ni moja ya nchi masikini zaidi duniani tangu mwaka 1971wakati mgawanyo wa nchi kutokana na hali yake ya kiuchumi na maendeleo uanze.Licha ya mazingira yasiyo mwafaka kimataifa, sera za kiuchumi baada ya uhuru ambazo hazikufanikiwa zina mchango mkubwa (katika umasikini wa Tanzania," alisema.

Rasi kikwete aliwaeleza washiriki wa Kongamano hilo akiwamo Makamu wa Rasi wa Benki ya Dunia, Mark Diop, na Mtawala wa USAid Dr Rajiv Shah, kwamba mwelekeo wa kiuchumi ulianza kubadilika baada ya mageuzi ya kiuchumi kuanzia miaka ya 80.

"Tumebaki katika barabara ya mageuzi tangu wakati huo na tumekuwa na mafanikio mazuri. Nchi yetu sasa inafanya vizuri kiuchumi, na muongo uliopita ulikuwa wa mafanikio zaidi.Kwa ujumla, uchumi ulikuwa kwa wastani wa asilimia 3.5 katika miaka ya 90 hadi wastani wa asilimia 7 katika muongo uliopita," alieleza.

Rais Kikwete, hatahivyo, alikiri kwamba kukua kwa uchumi hakujaendana sawia na kupunguza umasikini. Katika miongo miwili iliyopita, umasikini wa kipato ulipungua kutoka asilimia 39 mwaka 1990 hadi asilimia 28.2 mwaka 2012, ikiwa ni kupungua kwa takriban asilimia 11.

"Hii inaeleza kwanini hatutomudu kufikia kiwango cha Malengo ya Maendeleo ya Milenia (Millenium Development Goals - MDG) ya kupunguza umasikini uliokithiri kwa nusu ya kipimo kilichowekwa mwaka 1990."

"Hata hivyo, tumekuwa na mafanikio katika kupunguza maradufu idadi ya watu wanaoishi chini ya kiwango cha umasikini wa chakula. Punguzo hilo ni kutoka asilimia 21.6 mwaka 1990 hadi asilimia 9.7 mwaka 2012, ikiwa ni kupungua kwa takriban asilimia 12."

MAONI YANGU: Huko nyuma, Rais Kikwete, kama ilivyo kwa Waziri Mkuu Mizengo Pinda, aliwahi kutamka bayana kuwa hajui kwanini Tanzania ni masikini. Labda hizo safari za mfululizo huku ughaibuni zimempata mwangaza mpya, na sasa anashutumu sera za kiuchumi za Mwalimu Nyerere.
Japo kuna hoja za kitaalum zinazosapoti hoja yake kuhusu mchango wa mapungufu ya sera za kichumi katika umasikini wa Tanzania yetu, alichokwepa kuzungumzia ni mchango wa ufisadi unavyorutubisha kukua kwa umasikini wa nchi yetu. 
Japo baadhi ya wasomi wana mtizamo kama huo wa Kikwete kwamba sera za uchumi za Nyerere zilifeli, na kwamba hata kung'atuka kwake kulitokana na sababu hiyo - huku wengine wakienda mbali zaidi na kudai Nyerere alipaswa kuwaomba msamaha Watanzania baada ya experiement yake ya Ujamaa kufeli - ukweli unabaki kuwa jithada za kurekebisha mapungufu hayo zimekwazwa mno na ufisadi. 
Tanzania yetu imekuwa miongoni mwa mataifa yanayopokea lundo la misaada lakini kwa kiasi kikubwa misaada hiyo imeishia katika kutunisha akaunti za vigogo, sambamba na kuongeza idadi ya mahekalu yao, misururu ya magari yao ya thamani na hata kuongeza idadi ya 'nyumba ndogo' zao.
Kila ukimsikia JK anapozungumzia umasikini wa nchi yetu au kuzorota kwa uchumi wetu, jambo moja la wazi ni kukwepa kwake kutaja rushwa/ufisadi kama moja ya sababu kuu. Pengine nafsi inamsuta kwa vile kila anayefahamu siasa za nchi yetu anatambua mchango wa awamu zake mbili katika kustawisha ufisadi.
Kadhalika, JK amekuwa muumini wa kasumba ya 'kitaalamu' ya kuangalia takwimu kama tarakimu tu na kupuuzia kuwa tarakimu hizo zinamaanisha watu. Ni rahisi kwa Rais wetu kudai kuwa tumepiga hatua zaidi ya ilivyokuwa katika zama za Ujamaa kwa kuangalia takwimu na kupuuzia hali halisi huko mtaani.

Kwa wenye uwezo wa kutafsiri, anachofanya JK kwa sasa ni kujaribu kutengeneza kinachoitwa LEGACY ya utawala wake, kujitenga na ukweli kuwa yeye ni sehemu ya tatizo - kama ambavyo utitiri wa safari zake huko nje unavyokwangua kipato chetu kiduchu - na kutupia lawama wengine, sambamba na kujaribu kuonyesha kuwa amekuwa akifanya jithada kubwa kuikomboa Tanzania yetu kutoka katika lindi la umasikini. Muda utaongea, na mengi kuhusu utawala wa JK yatazungumzwa baada ya kumaliza miaka yake 10 hapo mwakani.

PRESIDENT KIKWETE VISITS CNN STUDIOS IN NEW YORK

President Kikwete addresses UN on Climate Change

 President Dr.Jakaya Mrisho Kikwete who is also a Chairman of the Committee of African Heads of State on Climate Change (CAHOSCC) delivers his speech during the Climate Summit plenary at the UN Headquarters in New York this morning. President Kikwete spoke on behalf of the African Union and delivered an African position on Climate Change that  appeal to developed industrialized countries to commit to curb the green gas emission, and assist Africa to meet adaptation and mitigation needs.

TMZ claim CBS 'didn't want to feature another celebrity who was involved in a high-profile domestic violence incident'
She was involved in a very high-profile domestic violence incident back in 2009 when she was assaulted by her then boyfriend Chris Brown.
Now, TMZ reports that CBS has decided to cancel singer Rihanna's pre-NFL show performance, following the controversy over the Ray Rice domestic violence video.
The same day, the singer stepped out in New York for fashion week - appearing to be oblivious to the controversial move - as she attended yet more shows in the city.

TMZ claim in a Thursday report, that 'CBS didn't want to feature another celebrity who was involved in a high-profile domestic violence incident'. 
CBS planned to open its broadcast on Thursday of the NFL game between the Pittsburgh Steelers and Baltimore Ravens with a segment featuring Rihanna singing the Jay-Z tune Run This Town.

The segment was scrapped after video obtained by TMZ emerged earlier this week of Ravens star running back Rice, 27, punching his now wife in an elevator in February and knocking her unconscious.
The Ravens terminated Rice's contract after the video emerged and NFL Commissioner Roger Goodell suspended the player indefinitely.

The network dropped a pre-game segment featuring a Don Cheadle narration over Rihanna singing to give the game coverage a more 'subdued' tone and journalistic approach, said Sean McManus, chairman of CBS Sports.

A leaked photograph obtained by TMZ showed visible injuries to Rihanna and Brown, 25, later pleaded guilty to felony assault.
The pre-game segment featuring Run This Town will return to the broadcast next week, said Alex Riethmiller, a spokesman for the NFL Network.

CBS acquired the rights to broadcast eight games on Thursday night this season in a partnership with the NFL Network.
