SPAIN GRAB WORLD CUP WITH EXTRA-TIME GOAL

Spain stunned the Netherlands to win their first World Cup on Sunday in sensational fashion with a goal in the last minutes of extra time. With the scoreless match inching toward a  penalty shootout, and the Netherlands down to 10 men, Andres Iniesta collected a pass from Cesc Fabregas to fire home from close range and break Dutch hearts four minutes from the final whistle.

It was the first time the European champions had reached a  World Cup final and a bitter disappointment for the Netherlands who finished runners-up for the third time after previously losing the 1974 and 1978 finals. It was also the first triumph by a European side outside their continent.

The result caused agony in the Netherlands and ecstasy in Madrid where fans shed tears of joy and fireworks went off all over the city. More than 10O,000 people had gathered to watch on giant screens and many went hoarse with screams of joy. In contrast, Dutch cities became deadly silent as their dream of finally winning the  trophy evaporated. Some 180,000 fans trudged away quietly from Amsterdam's museum square.

The game was far from the classic final to Africa's first World Cup that many had hoped for from the two most impressive teams in the tournament. Spain looked dominant for long passages but a ferociously physical  Netherlands broke up their rhythm and their renowned precision passing in midfield, often reducing the game to a sterile stalemate.

BRUISING ENCOUNTER

In a bruising encounter in the huge Soccer City stadium, referee  Howard Webb showed 13 yellow cards -- a record for the final -- and sent off Dutch defender John Heitinga in extra time.

Despite the disappointing quality of the match, it was a triumphant end to a highly successful tournament for

South Africa who confounded years of pessimistic predictions that it would be ruined by violent crime and chaos.To cap their pride,

Nelson Mandela, much loved father of post-apartheid South Africa, briefly toured the pitch waving to the 85,000-strong crowd just before the match began. Mandela, 91, who is in frail health, was driven around in a golf cart surrounded by bodyguards and greeted by an adoring crowd chanting his clan name Madiba. The former president, who led South Africa out of apartheid in 1994, was unable to attend the opening ceremony because of the death of his great grand-daughter in a car accident the night before.

Spanish coach  Vicente del Bosque told television: "It was a very difficult match. We have fantastic players. We could have scored another goal or two. But I think the result was deserved. It's a very happy day for me."

Dutch coach Bert van Marwijk said the better team had won in the end: "It is very sad. These three or four final minutes and then you lose. I really had thought even with 10 we would be able to do the penalty shoot out. "It is bitter but that is sport. It is harsh." Both sides missed good goalscoring opportunities, most notably Dutch winger  Arjen Robben who was twice denied by brilliant saves from Spanish goalkeeper Iker Casillas.

TELEVISION AUDIENCE

FIFA said a worldwide television audience of more than 700 million had been expected to watch the final.

The victory will raise spirits in Spain which is torn by bitter political infighting over how to address Europe's highest unemployment and crippling debt.

Despite being the first host nation knocked out at the group stage,  South Africans have remained enthusiastic spectators, helping this tournament to be the third best attended, with three million seats sold, behind the United States in 1994 and Germany in 2006. President Jacob Zuma dubbed them true champions.

Chief local organizer Danny Jordaan said the tournament had brought the races together and enabled South Africans to walk tall after being told for years they were inferior. But African joy at a tournament credited with rebranding both South Africa and the continent was blighted by two bomb blasts in the Ugandan capital Kampala that killed at least 23 people watching the final in bars, police said. There was no immediate claim of responsibility.

Dual citizenship

The law to allow Tanzanians to hold dual citizenship should finally be enacted by the end of the year, Foreign Affairs and International Co-operation minister Bernard Membe said yesterday.

Speaking in Dar e s Salaam at an International Organisation for Migration (IOM) meeting, Mr Membe said research conducted on the proposal had established that the new law would not harm the country.

"The government is regretting locking out Tanzanians overseas during the 49 years of our Independence, while some African countries have been granting dual citizenship to their people," Mr Membe said.

Tanzanians living abroad will receive the news with jubilation, as they have for many years campaigned for the introduction of such a law to enable them to belong to both their host countries and their motherland.

Many have complained that lack of such a law disadvantages them, as it denies them opportunities they could access if they were citizens of the countries where they work.

Yesterday, Mr Membe explained that the issue had taken many years to conclude because the ministry did not wish to "rush such a sensitive issue". He added: "We decided to conduct a thorough research before introducing this law, which deals with the basic rights of a person."

The research had enabled the government to establish that dual citizenship "is not bad, as some people were trying to depict it".

The minister went on: "On the contrary, there will more benefits for the country and the individuals, if we to adopt the law to enable our fellow Tanzanians living abroad to market our country as well."

During the research, it had been found that Tanzanian experts working abroad had been contributing immensely to their host countries. Therefore, he said, the enacting of the law would enable them to also assist their motherland without any hitch.

Mr Membe said the ministry had already started to move to tap the great economic potential of the Tanzanians overseas.

After receiving the report, the ministry established a special department to deal with the affairs of those in the Diaspora.

"Everything regarding how to deal with the Tanzanians living abroad is almost ready. We need to fully utilise their skills and wealth to push forward our development agenda," he said.

The Dual Citizenship Act, the minister added, would give those abroad the right to adopt the citizenship of their host countries while maintaining their Tanzanian nationality.

Under the current law, a Tanzanian who adopts the citizenship of another country is automatically stripped of his nationality.

Minister Membe said they had directed all the country's embassies and high commissions overseas to register all Tanzanians to enable the government to have full information and data on the nationals living abroad.

Speaking to reporters at the meeting, which brought together experts from various ministries, embassies and some Tanzanian experts working in the UK, Mr Daniel Mwasandube, a quantity surveyor based in Britain, said many Tanzanians had opted to leave the country in search of better lives.

He said most of them "are very patriotic but lack of supportive laws", such the one granting dual citizenship, has blocked them from serving their country better.

"Many Tanzanians cannot land high paying jobs abroad, though they have the qualifications, simply because employers look for people who hold the passports of those countries," he said.

In preparation for the introduction of dual citizenship, the Law Reform Commission was tasked to conduct a national study and gather the public's views.

In 2006, the commission recommended amendments to the relevant laws so that Tanzanians can also enjoy dual citizenship.

According to the 'Final Report on the Introduction of Dual Citizenship in Tanzania', the commission chaired by Judge Anthony Bahati, said the issue deserved "a positive and forwarding-looking consideration".

The commissioners said it was high time Tanzania adopted dual citizenship because in a globalised world, the country could not develop without interaction with other nations.

Dual citizenship, according to the commission, was desirable as it conferred benefits both to the country and nationals desiring to hold the citizenships of other countries.

"A person with dual citizenship has greater flexibility in his choice of where to live and/or work," reads part of the report.

But the members of the commission also recommended that national identity cards be issued first before adopting the system.

Once it becomes law, Tanzanians will no longer have to renounce their citizenship, and the same will apply to foreigners wishing to take up Tanzanian citizenship, if their countries of origin allow that.

Simply land at the airport, fold your wings up and drive home." Who hasn't imagined a future when the personal airplane takes the place of the personal automobile? Thanks to a go-ahead from the FAA this week, that possibility is looming even closer today. The FAA has classified the Terrafugia Transition as a "light sport aircraft," which is the smallest classification for a private airplane. This means that it is possible to get a license to fly the thing with only 20 hours of flying time, much less than a standard pilot's license.

The FAA's classification came as the result of an exemption, since light sport aircraft are to weigh no more than 1,320 pounds. The Terrafugia Transition is 110 pounds heavier than that because of the safety equipment it needs to be a road-going vehicle.

On the highway, the Terrafugia Transition's wings fold electrically from inside the cockpit in half a minute, and it becomes a front-wheel-drive car, albeit an awkward-looking one, that can achieve 30 miles per gallon and a top speed of 65 mph. The company also notes that it can fit into a standard garage when folded up. As a plane, the Transition needs a 2,500-foot runway for takeoff, can cruise at 115 mph and has a 460-mile range. Weight capacity is 450 pounds. It runs on standard automotive unleaded gasoline, the company says.

Berdych ends Federer's reign as a Wimbedon Chap!

Roger Federer crashed out of Wimbledon on Wednesday as Czech 12th seed Tomas Berdych clinched a stunning 6-4, 3-6, 6-1, 6-4 victory over the defending champion in the quarter-finals.

Federer has been almost untouchable at Wimbledon for the last seven years, winning the title six times and appearing in every final since 2003, but his reign was brought to an end in sensational fashion here on Centre Centre. Just 24 hours after five-time champion  Venus Williams was ousted from the women's singles by unknown Bulgarian Tsvetana Pironkova, it was Federer's turn to experience a humbling exit from the tournament which he has graced for so long.

Since losing in the first round to Croatia's  Mario Ancic in 2002, Federer had been beaten just once at the All England Club -- when Rafael Nadal out-lasted him in the 2008 final. But Berdych produced the performance of his life to earn a semi-final meeting with Serbian third seed Novak Djokovic and leave Federer to contemplate the latest in a growing line of disappointing results for the 28-year-old.

After dropping three sets in the first two rounds here, the top seed had produced a pair of comprehensive victories to make the last eight, but those results were only papering over the cracks in Federer's game.

By his own high standards 2010 has been a forgettable year for Federer, who has now failed to win any of his eight tournaments since beating Andy Murray in the  Australian Open final in January.

Federer's run of 23 successive Grand Slam semi-final appearances was snapped at the French Open and he even lost for just the second time in 78 matches on grass when Lleyton Hewitt beat him in the final at Halle earlier this month.

After this devastating loss -- his second successive grand slam quarter-final exit, the world number two is certain to be subjected to uncomfortable questions about whether he still retains the hunger needed to sustain his remarkable run of success.

Although Federer had won eight of his previous 10 encounters with Berdych, the Czech only had to think back to his win in their last meeting -- in Miami in March -- for evidence that he could shock the champion.

Standing a lofty 6ft 5in (1.95m) tall, Berdych has the perfect frame to deliver a barrage of big serves and his fearsome delivery kept Federer from establishing any momentum in the first set.

The 24-year-old had never been past the last eight here but he was in fine form after making the French Open semi-finals earlier this month. Here he was able to test Federer with some booming ground-strokes and, at 3-3, he got the first break of serve when the Swiss tenatively guided a  backhand out.

Federer was struggling to get any kind of read on Berdych's serve and the underdog had few problems serving out the first set. In the second set, Federer was at least able to get Berdych's serve back into play so the 16-time grand slam winner could start to put pressure on the Czech and he quickly earned two break points. He converted the first with a brilliant passing shot on the run that curved away from Berdych before landing just inside the baseline. Federer had the advantage and he held onto it comfortably enough to take the set.

There was still a lack of urgency about Federer though and Berdych regained the initiative when the Swiss star netted a volley to surrender his serve in the second game of the third set.  Berdych broke again in the sixth game and quickly served out to take a two sets to one lead.

Federer had escaped from an even more perilous position in the first round when he came from two sets down to defeat  Alejandro Falla. But Berdych had never lost a five-set match at Wimbledon.

Even when Federer earned four break points in the sixth game of the fourth set, Berdych was able to serve his way out of trouble.  The sense that Federer had run out of ideas about how to break Berdych was growing by the game and the strain was beginning to tell on his own serve. Berdych kept hammering away from the baseline and broke for a 4-3 lead when Federer volleyed wide.  Federer made him serve out the match and had a chance to survive when he saved one match-point and earned a break point.  But he netted a forehand and Berdych made him pay to seal one of the biggest upsets in Wimbledon history.
